Missing inet_aton - Unsupported IP_HDRINCL

I use in my sources `inet_addr' which is an older (obsolete) function
to achieve the same goal of converting dot notation to binary IP.
It works with Cygwin 1.1.6 and it worked in all versions I used before
starting from B20.
