Latest versions of inetutils/login/crypt now on sourceware!

You can put anything you want in your path, just be aware that under *nix
OS's that's normally used for system startup, and single-user mode programs.
Normally only root wants to execute such things.

Well, mkgroup and mkpasswd are out.  That leaves using an editor and
creating
accounts the manual way.

Because, Win9x does not have services.  Never will.

Because, "NET START/STOP/etc" are for controlling services. see last

This, probably, does not apply to Win9x.  You may put it in your startup
group
though, and as long as you bypass the initial logon prompt in Win9x it will
start automatically.  Or you could put it in the 'load=' key... AFAIK.
