New setup.exe needs existing ``latest'' subdirectory?

Right.  It doesn't download because it has local copies of the .tar.gz
files.  If you want to force a download, remove the "latest" directory
(probably on your desktop).  If you want to force a re-install, edit
or delete /etc/setup/installed.db
