subprocs in Emacs shells won't die with comint-interrupt-subjob

Just so you don't think you're alone - I've had the same behavior
since the 1.1.0 net release (also coming from b20.1, and with NT emacs
20.3.1 and 20.6).  Occasionally I do seem to be able to get an
interrupt through (no hard data, but it seems slightly better in
1.1.2), and sometimes using C-c C-\ (comint-quit-subjob) works when
C-c C-c doesn't.  I had sent a note back when 1.1.0 came out, but
didn't come up with a solution.

I've tried doing some initial analysis but haven't been able to really
track anything down, and I expect there's quite enough changed from
b20.1 to the first general release of 1.1.0 that there's plenty of
places that might be impacted.
