UTMP question

Hello,
This question may have already asked but I get this compile error 
attempting to compile plan 1.8.3 daemon.

daemon.o(.text+0x73f):daemon.c: undefined reference to `setutent'
daemon.o(.text+0x772):daemon.c: undefined reference to `getutent'

Does these function exist in any of the cygwin libraries?  Thanks!!!
