how to tell cuygwin /usr/local/bin is c:\dir1\dir2\dir3\bin ?

I think I have to change some thing to tell to cygwin my
\usr\local\....
is
C:\cygnus\cygwin-b20\H-i586-cygwin32\....
But I don't know how )-:
Could you help still help me ?

why I think this :

1)I see the Re: to my first mail and was very happy (-:

2)I have open and readen the man-1_5f-cygwin-b20-bin_README in
ftp://ftp.franken.de/pub/win32/develop/gnuwin32/cygwin/porters/Humblet_Pierr
e_A/B20/

3)I have downloaded : man-1.5f-cygwin-b20-bin.tar.gz

4)I have downloaded : groff-1.10-cygwin-b20-bin.tar.gz in the told folder

5)I have unziped thoses files in a temporay directory

6)I have copyed all files in the cygwin equivalent directory :

  "usr\local\bin\*.*" in
     C:\cygnus\cygwin-b20\H-i586-cygwin32\bin\*.*

  "usr\local\lib\*.*" in
     C:\cygnus\cygwin-b20\H-i586-cygwin32\lib\*.*

  "usr\local\man\*.*" in
     C:\cygnus\cygwin-b20\H-i586-cygwin32\man\*.*
     I had to create man folder and the subdirectories, then I copy all
files

  "usr\local\sbin\*.*" in
     C:\cygnus\cygwin-b20\H-i586-cygwin32\sbin\*.*
     I had to create this folder

  "usr\local\share\groff\*.*" to
     C:\cygnus\cygwin-b20\share\groff\*.*
     I had to create groff folder and the subdirectories, then I copy all
files
     and
     C:\cygnus\cygwin-b20\H-i586-cygwin32\share\groff\*.*
     I had to create share and groff folders and their subdirectories, then
I copy all files


but it still not works )-:

when I run man from bash window I get this:
