Exactly what I am getting:

bash-2.02$ chmod -v -R a+w .
mode of . changed to 0777 (rwxrwxrwx)
mode of ./CPAN changed to 0777 (rwxrwxrwx)
mode of ./CPAN/MyConfig.pm retained as 0666 (rw-rw-rw-)
bash-2.02$ perl -MCPAN -e shell
[ ... ]
I see you already have a  directory
    /usr/.cpan
Shall we use it as the general CPAN build and cache directory?

CPAN build and cache directory? [/usr/.cpan]
Couldn't find directory /usr/.cpan
  or directory is not writable. Please retry.

Does this not tell us its is Perl that's wrong?
