This message appears in old ports of rpm because rpm does not know
(for example) that a package that was build on w98 is compatible to a
rpm running on nt.
You can install the rpm with rpm --install --ignoreos
ssh-1.2.27-cygwin1.1.rpm
If you plan to use rpm in the future you should consider to subscribe
to cygwin-apps, a version of rpm-3.0.5 (without the problem) is
available for testing.
