accept() fails in service, succeeds in standalone app

I ran into this same issue.
The accept() call waits for input of some sort.
I have a program that opens a Telnet server session and then gets stuck at
the accept() call.
If I telnet to it, it will then continue.
Kinda anoying.
I am on Win2000, running Cygwin 1.13
