Id for goup Administrators changed?

I just wiped out Cygwin and reinstalled from scratch (it was from local mirror
site, so not everything may be up-to-date). Now mkpasswd creates group
Administrators with Id 544, while before it was 513. I think, 513 is the
correct SID ... Is it intentional?
