Tips oin getting Cygwin 1.1.0 onn your computer without using setup to contact the FTP

So the "this doesn't work" is a completely different problem.

uninst.bat is not foolproof by any means.  As I've said many many times,
setup.exe is still a work in progress. In particular, the uninstallation
is not complete.
