CYGWIN-1.1.0 trouble: 40 to 80 sec delay if no network connection

HOME is set to "e:\jakobus", which is a local directory on my hard-
drive. The output of "cygcheck -r -s -v" is attached (C, D, and E
are all local NTFS partitions).
