ntsec: What am I doing wrong?

I'm trying to convert my stock b20.1 installation to use the latest
snapshot. I know about the mount changes -- I did a 'mount
--import-old-mounts'. In /etc, I created passwd and group files thusly:
mkpasswd -l -g > passwd
mkgroup -l > group
I'm using NT, so in the "My Computer"->Properties->Environment pane, I
set CYGWIN=binmode tty ntea ntsec
Then, I rebooted (just to make sure...)
Now, I start bash, and do an 'ls -l'
total 17
-rw-rw-rw- 1 user group 871 May 19 1999 bashrc
-rw-rw-rw- 1 user group 10 May 19 1999 gnusecure
-rw-rw-rw- 1 user group 394 Nov 25 22:20 group
-rw-rw-rw- 1 user group 84 May 17 1999 hosts
-rw-rw-rw- 1 user group 0 Sep 6 13:58 mtab
-rw-rw-rw- 1 user group 991 Nov 25 22:20 passwd
-rw-rw-rw- 1 user group 984 Apr 9 1999 profile
-rw-rw-rw- 1 user group 9828 Dec 1 1998 termcap
'id' reports:
uid=0(user) gid=0(group)
