Gencat for Cygwin

No one responded to my question about Gencat, therefore I ported
it to Cygwin.


Gencat, an X/Open implementation of the Message Catalog System, for
Cygwin is now available from http://siddiqi.webjump.com
(Source code included).  Gencat is often used by MOTIF/X developers
for Messages Cataloging.
