what is pre-Cygwin B21?

(the install docs for opendx) it mentions

 Built using Cygwin B21.  Either get the Cygwin B21 on CD from
http://www.cygnus.com/cygwin or you should insatll October 10th
SnapShot of Cygwin.  Installing SnapShot requires a little of
know-how of Cygwin.

i could not connect to http://www.cygnus.com so i went
to http://sourceware.cygnus.com/cygnus where it says that the
latest is B20.1.  i was wondering if the "pre-" in pre-Cygnus B21 means that 
is like a beta-beta-test.
