Yes, I did ask XFree86 list.  I received almost a dozen responses over nite from Cygwin users.

All of them like the idea but lacks time, except Dr. Sammy from Japan.

I have done most of the work, sooner or later I will have it up and running, depending upon how
much I could devote to this project.
