GNUPro Toolkit question

Hi, I am inquiring about the GNUPro Toolkit.  Does the toolkit include a
command-line mail tool?  I would be interested in having this feature for
the GNUPro Toolkit on Windows NT 4.0 and Win95/98 platforms.  Thanks for
