You can get a man for cygwin on
ftp.franken.de
under
/pub/win32/develop/gnuwin32/cygwin/porters/Humblet_Pierre_A/B20
Just download the file
man-1.5f-cygwin-b20-bin.tar.gz
Also follow the direction in
man-1.5f-cygwin-b20-bin.README
