console window improved a bit in the 1999-Aug-18 snapshot.

In the 1999-Aug-18 snapshot, handling a console window is
improved in the following points.

1) Text attributes are properly handled in the tty mode on Win9x.
   `ls --color' works now, and a region of text scrolled
   backward in `less' doesn't lose its attributes.
2) The terminal capability creating a scrolling region is
   properly supported.
3) A resized console window is properly supported on WinNT.
   In the prior snapshots, there is a strange fence in the line
   of the previous height on it.
