flock() function

Don't. The c library is in libcygwin.a, which is linked automatically by
Cygwin GCC. `gcc -v -o foo foo.c' shows all the required libraries for a
trivial program.

You need to supply a test case, along with the output of :
  
  $ gcc -v -o testprog testprog.c

before we can provide helpful response.
