For a console application telnet and a telnet server 
have a look at MS "Beta3 of Windows NT Services for Unix Add-On Pack"
which also includes some unix utilities from MKS and NFS client/servers (?).

For a really good freeware telnet client I use Tera Term which
also has SSH Extensions.
