B19: implib needed; must generate .a libs for DLLs

I need a utility for CygWin32 like lcc-win32's implib that simply takes
the name of a DLL as input and generates a lib for you that you can link
to import the DLL's symbols in your progs.  Does such a utility exist
for CygWin?
