B20: libintl

[Kazuhiro Fujieda]

libintl.a linked to almost all commands in B20 is configured
its locale directory is
`/logopolis/monitor/noer/b20/cygwin-b20/share/locale'.
And I think libintl.a and libintl.h should be included in the full
release.
