I downloaded and gunzip'ed the new-cygwinb19.dll
and when I try to run bash I get the following:

When I use the old B19.0 cygwinb19.dll file I am able to run
bash.  I did add CYGWIN32=tty binmode to the cygnus.bat file per some
article I saw in the archives to get ncurses to compile.

Here is the result I get from typing SET at the command line,
showing all of the environment variables I have set in my DOS
session:
E:\Cygnus\B19\H-i386-cygwin32\bin>set TMP=C:\TEMP TEMP=C:\TEMP PROMPT=$P$G winbootdir=C:\WINDOWS PATH=e:\CYGNUS\B19\H-I386~1\bin;e:\CYGNUS\B19\H-I386~1\bin;C:\WINDOWS;C:\WINDOWS \COMMAND;e:\BOXEROS2;C:\ COMSPEC=C:\4DOS600\4DOS.COM CMDLINE=bash TZ=CDT05 SOUND=C:\PROGRA~1\CREATIVE\CTSND MIDI=SYNTH:1

binmode
Here is the output when I run uname -a with the old cygwinb19.dll
E:\Cygnus\B19\H-i386-cygwin32\bin>uname -a CYGWIN32_95 MICHAELP 4.10
19.0 i586 unknown

I am running Win98 beta 3 with 4DOS
6.01A

I hope someone can help me get going with Cygnus gnu-win32.

Thanks in advance,
