resource limits

Searching the archives, I often find my question; however,
I seldom find the response.   Any ideas why this is?

Sorry to repeat this question:
How do I port use of the UNIX construct:
    struct rlimit;
and
    get/setrlimit.
Is this appropriate for management of core dumps under
Cygwin32?
