Your compiler is not installed correctly. Are environment variables such as
GCC_EXEC_PREFIX set correctly? Is the SPECS file correct? Is cpp.exe (the
preprocessor) actually present? Check that you've done all of the
installation steps required... (are you using CYGWIN32 or MINGW32?)
