Out of environment space

Try increasing the environment space. 
Right click the shortcut to "Cygwin32 Beta 19" and

Properties -> Memory -> Initial Enivronment. 

I had the same trouble under Win95, until I increased
the environment space to 512. 256 wasn't enought.
