Include ordering bug in B20.1

I have some source that compiled fine under B20 that is now failing under
B20.1.  It appears that if <sys/types.h> is not included before
<sys/time.h>, the appropriate defines are not included and the compilation
will fail.  Placing <sys/types.h> first allows the compile to complete.
