B19: InstallShield reports: "WinExec failed: return=20" after 99% completion

It seems a very common problem but I didn't found the solution in your
archive.
I work on a Pentium II workstation with NT4.0 installed. My 'temp' directory
is empty and I have plenty of space on my disks.
What is the next step?
