[Q] [ -w file] not working?

The following script:

if [ -w $1 ]
 then
 echo Writable
 else
 echo Read-Only
 fi

ALWAYS echo's 'Read-Only'  If I use find.exe to do the same type of thing, it seems to work.  This works as I expect under zsh.  Am I doing something wrong?
