Getting TkMan to compile with cygwin gcc and Tcl/Tk win32

I think it is difficult to compile TkMan under Linux.  TkMan uses a
patched version of Tcl/Tk, and there is a README file that states that
Tcl/Tk officialdom haven't included the patch with any subsequent
releases.  Tough luck for would-be porters of TkMan.
