Moving the default cygwin.dll load location

Another explanation for the slowness some folks are seeing with b18 is
that another dll might be trying to load in the same memory space as the
cygwin.dll, causing them to get swapped in and out of memory.

The default load location appears to be 0x10001000. Some time ago,
a few people suggested that this be changed in favor of a more
favorable place. What should it be? How does one pick a sensible
value?
