Shortcuts as symbolic links

While I'm no genius at C or C++ it seems as if Microsoft has indeed left
some kind of documentation on modifying and otherwise manipulating regular
shortcuts (a.k.a. shell links) at

http://www.microsoft.com/win32dev/ui/shellnk2.htm

and the same kind of info about internet shortcuts at

http://www.microsoft.com/intdev/inetsdk/docs/inet3514.htm

Maybe shortcuts would be faster than checking all system files? *shrug*
