Revised Cygwin32 licensing terms

It looks like "cygwin.dll" can no longer be used in GPL'ed
applications.  The added restrictions against competitors conflict
with the GPL's prohibition against adding further restrictions.

Of course, Cygnus can still distribute GPL'ed applications, as they
are not bound by their own license.  And other people can use older
versions of "cygwin.dll". 

Am I right?
