missing GNUMake-3.75/Win32 pieces?

Hi,

It appears that someone has ported the archive stuff, e.g.
libfoo.lib(foo.obj) rules to Win32.

It also appears that the source for this port is not in
the standard distribution.

Would you by any chance know where I can find that source?
