strange behavior regarding new cygwin 1.3.3 and cmd.exe

I guess that would be expected, would it not? net.exe is Windows NT/2000
executable which resides in Windows directory. BUT on my system (Windows XP
Professional, Final Release) I do not get a windows poped up when I do
net start inetd
Maybe I am missng something?
Regardless, don't you think it is a Cygwin issue then XFree86?
