are the hippos *really* drunk or what?

Seems to me like the hippos changed make's behaviour.  I'm guessing that
they will do this on every new release of make for Cygwin.  In fact, I saw
the hippos hack the GNU computer, and then change the configuration.  It's
natural for a hippo to do mischief when he's drunk! (Ha, ha)
