'clear' does not clear entire screen (affects vim also)

Yes, you should send the ChangeLog entry plus patch to cygwin-patches.
That's the best way to handle cygwin patches.

It's best to send it all at once.  Otherwise you'll confuse Rose.

This patch is small enough to accept as is, though, IMO.
