dynamic conpty loading

To add context (or scope? :D) to this:  I was also theorizing that since the system ConHost is unreliable (in terms of its understanding of VT sequences) and Cygwin is already using ConPTY to work with non-Cygwin children, the runtime could follow Windows Terminal's example and ship and use its own ConHost/OpenConsole.  I guess the option to make it configurable, as Thomas Wolff suggests, would be great nevertheless.
