I tried building Perl with the available source from Cygwin
(perl-5.14.2-3) but it fails:

/usr/lib/gcc/x86_64-pc-cygwin/4.8.0/../../../../lib/libssp.a(ssp.o): In
function `__stack_chk_fail':
/home/corinna/src/cross-cygwin/gcc/libssp/ssp.c:167: multiple definition
of `__stack_chk_fail'
./libperl.dll.a(d001665.o):(.text+0x0): first defined here
collect2: error: ld returned 1 exit status
make: *** [perl.exe] Error 1
