Did you test dash vs. bash by any chance?  If so, bash is rather slow
compared to dash.  On my 2008R2 testmachine I tested the above date loop
in dash, and I get 45 with Cygwin 1.7.17 (35 with bash), and 58+ with
the 64 bit DLL, so that's about 28% faster.
