xmlto error during DLL build

When building the Cygwin DLL off CVS I get the following error during
documentation generation:

xmlto --skip-validation html -o faq -m
/Users/Andy/src/cygwin/winsup/doc/cygwin.dsl
/Users/Andy/src/cygwin/winsup/doc/faq-sections.xml
I/O error : Attempt to load network entity

Fetching the file in question with wget works fine. Does anyone know
what's going wrong there or what package I might be missing? I've
installed all the docbook packages.
