Console codepage setting via chcp?

Just to clarify: when I called the charset option "questionable" in a
previous post, I specifically meant the ability to change it at
runtime, when processes are already running in the terminal. At mintty
startup, however, LANG is set according to the locale and charset
fields, to ensure that child processes do use the same charset (and
CJK width).
