  Just measure how many million times a second you can do absolutely nothing
on windows!

  Why are you asking?  To really achieve an equivalent measure on 'doze, you'd
have to write a kernel-mode device driver that locks out interrupts and runs a
timing loop.  This seems to me like it'd probably be overkill....
