cygwin 1.5.13 release snippets - feedback needed

Could the 1.5.13 release wait until the regtool SEGV is fixed?  I'll start
the process of getting the patch approved tomorrow (yes, even for
something as trivial as that :-( ), but if someone wants to remove the
extra ":" from opts[] in regtool.cc in the meantime, please feel free. ;-)
