Also, now that the trouble with bash PID reuse is identified, I would
keep the number of handles kept around to its current (1.5.11)
value. That won't make anything worse.

Increasing the number won't eliminate the bug, just make it harder to
detect and fix. 
In fact once a patched bash is released, we should decrease the number
of handles! Similar bugs (if any) will then show up with greater
frequency in other applications, so we can detect and fix them.
