TLS script stuff in cvs

The tls scripts were an accidental checkin after I checked something
else in.

Since the scripts will be checked in eventually, I didn't think it
made sense to cvs remove them and then cvs add them since they aren't
doing any harm where they are.

When I officially check everything in there will be a ChangeLog entry
for them, even if it won't say much beyond "New file".
