winsup/cygwin/devices.cc regenerated after CVS checkout

Just for the record: I have CVSREAD set, so I get

841 keywords, 841 different keyword names

when building.  As I said before, "touch devices.cc" after checkout is a
reasonable workaround, so I'm ok with the way things stand.
