pthreads and high latency maintainer

I've been quite high latency on patches reviews for a while now. It's
not going to improve :[.

In the interests of not holding back pthread developments, I'm willing
to hand the maintainer mantle over to Thomas, who has been doing quite a
bit of work - Thomas and Chris willing.

This is not a lack of interest in seeing the pthreads code - simply a
reflection that my high latency has been impacting the rate at which ok
changes can come into cygwin.

So, Thomas, Chris, your thoughts?
