Really need to release 1.3.13. Pthreads status?

Not that I'm aware of. I'm not sure why there was a patch for resetting
the thread count though - which may be indicative of something wrong.

We also are still discussing the new mutex implementation, but I see no
urgency on that.

Lastly, I don't think I've heard from Jason whether my patch fixed his
cygserver+ipc problem.
